FRA issued a NPRM aimed at gathering information to see if the agency should remove a provision in the RRP final rule. The agency is gathering information to decide whether it will keep or remove a provision in the RRP final rule. The provision in question involves contractors who perform a significant portion of a railroad’s
operations and whether they are considered the railroad’s directly affected employees for purposes of the RRP rule.
Interested parties may submit comments on the proposed rule until November 7, 2022. All comments must include the docket number.
