The TSA Hazardous Materials Endorsement (HME) Threat Assessment Program (HTAP) was designed to meet the requirements set forth in the USA Patriot Act, which requires all states to ensure that any driver who intends to transport hazardous materials in commerce has been determined not to be a security risk.
Part of that investigation process into a potential hazmat driver shall include a criminal history check, verification of legal status and review of any relevant international databases.
