The State of North Dakota and the State of Montana have submitted an application for an administrative determination on whether or not federal hazardous material transportation law preempts the State of Washington’s rules regarding the volatility of crude oil received in the state. All interested parties may submit comments on the application until August 23, 2019. Rebuttal comments must be received by September 23, 2019.
