October 9, 2020: (NPRM) Significant New Use Rules on Certain Chemical Substances (20–2.5e)

The Environmental Protection Agency is proposing significant new rules (SNUs) under the Toxic Substances Control Act. The changes will focus on chemical substances that were the subject of premanufacture notices and will require persons who intend to manufacture or process any of the chemical substances for any activity that is proposed as a significant
new use by this rule to notify EPA at least 90 days before commencing that
activity. During the 90 day period, EPA will evaluate the use for that substance.
Additionally, persons may not manufacture or process for the significant new use until EPA has conducted a review of the notice, make a determination, and has taken such actions as are required by that determination. Interested parties may submit comments until November 9, 2020. All comments must include the docket number.
