The Federal Railroad Administration has issued a notice of proposed rulemaking that would no longer require locomotives to display a badge or tag showing the railroad has certified that the locomotives comply with the noise emission standards. Interested parties may submit written comments until September 14, 2018. All comments submitted must include the agency name and docket number or Regulatory Identification Number (RIN) for this rulemaking. At this time, FRA does not have plans to hold a hearing on the proposed rulemaking. However, if a specific request for a hearing is received before August 15, 2018 a hearing will then be scheduled and the date, time, and location will be published in the Federal Register.
