South Central Florida Express (SCFE) submitted a request for waiver of compliance on certain railroad locomotive safety standards. SCFE would like to maintain its daily inspection reports entirely in electronic format. The system SCFE would like to use consists of a USB drive that is permanently attached to each locomotive and contains locomotive identifying information. In addition, there would be a semi-permanent tablet computer in each locomotive.
According to SCFE, this system would run software prompting and record the daily inspection results. That information would then be transmitted to a central database and saved for at least 120 days. SCFE believes this system would prevent after the fact changes, maintain accurate records, and ensures the information would be available to FRA inspectors.
Interested parties may submit comments until July 25, 2016.
