FRA has issued a benefit-cost analysis as required by the Fixing America’s Surface Transportation Act. As part of the FAST ACT the Secretary of Transportation is required to ‘‘enhance the usefulness of assessments of benefits and costs for intercity passenger rail and freight rail projects.’’ Interested parties may submit comments on the BCA Guidance until August 1, 2016.
