On March 9, 2016 Garald Bennett, former manager of LPG Service and Leasing LLC, plead guilty to providing false certification and markings on cargo tanks. Mr. Bennett listed the tanks as having passed the hydrostatic pressure tests and wet fluorescent magnetic particle tests when neither was performed.
The Hazardous Materials Transportation Safety Act requires cargo tanks used to transport explosive materials to be tested and re-certified every five years to ensure the safety of the public and those working on or around the tanks.
