As of December 30, 2015 PHMSA has withdrawn its proposed rulemaking concerning transporting flammable liquid materials in unprotected external product piping on cargo tank motor vehicles. PHMSA will continue to analyze data and consider ways to improve the safe transportation of flammable liquids.
