In a previous proposed rulemaking, PHSMA imposed a minimum size requirement for UN or NA ID Numbers (49 CFR 172.301) with a one year transition period. In this final rulemaking, the effective date of this requirement has now been extended to January 1, 2017.
PHMSA has also decided to adopt the new package definition of Flexible Bulk Containers (FBCs), also adopted by the 17th revised edition of the UN Model Regulations.
PHMSA has added any entry to the hazardous materials table (49 CFR 172.101, also known as “HMT”) for “Chemicals Under Pressure”; this was previously announced in a proposed rulemaking. This ruling also authorizes non-refillable cylinders larger than 1.25 liters for chemicals under pressure.
