The Federal Railroad Administration is proposing an amendment to the regulations regarding training, qualification, and oversight for safety related railroad employees. The amendment would delay implementation dates for all contractors as well as Class II and III railroads that are not intercity or passenger railroads with a minimum of 400,000 total employee works hours a year.
