August 13, 2019: The State of Washington Crude Oil By Rail—Vapor Pressure Requirements

The Pipeline and Hazardous Materials Safety Administration has extended the comment period on the application submitted by the State of North Dakota and the State of Montana for an administrative decision on whether federal hazardous materials transportation law preempts the State of Washington’s rules regarding the volatility of crude oil received in the state.
Interested parties may submit comments on the application until October 23, 2019.
