The ORM-D (Other Regulated Materials – Domestic) designation for small quantities of hazardous materials packaged for retail sale and shipped by ground ends on January 1, 2021.
PHMSA began the ORM-D phase-out of air and vessel transportation in 2011 when DOT finalized HM-215K to harmonize international standards and 49 CFR. At that time, they also expanded the limited quantity exceptions to include the same reliefs provided for ORM-D.
